Arizona Gov. Jan Brewer has issued an executive order that blocks recipients of President Barack Obama's Deferred Action from receiving public benefits, a driver's license or a state identification card.

The order said that the program cannot confer lawful or authorized status to the accepted applicants and U.S. law prohibits successful applicants from receiving benefits, as defined by both the U.S. and Arizona.

Recipients to the action will not be able to obtain a driver's license, as the program does not affirm their status as legalized citizens.

Under the order, any state agency that provides public benefits must make any changes necessary to prevent Deferred Action recipients from receiving any kind of public benefits.

The order closed by saying that the more than 80,000 Deferred Action recipients, should the action be permitted to continue without intervention, would have "significant and lasting impacts on the Arizona budget, its health care system and additional public benefits that Arizona taxpayers fund."

The executive order comes on the first day that young illegal citizens can apply for deferred deportation and work permits if they meet certain qualifications.

Brewer directed state agencies to start emergency rulemaking processes as necessary to implement her order.
